DHET TVET Colleges
The Technical and Vocational Education and Training (TVET) colleges of the Department of Higher Education and Training (DHET) have become essential institutions that connect academic learning and practical, industry-specific skills. Higher Education and Training derive their mandate from the supreme law of the Republic, the Constitution, within the purport of Section 29, read with Schedule 4, which lists education at all levels, including tertiary education as a functional area of concurrent national and provincial legislative competence.

The Higher Education Act provides for a unified and rationally planned system of higher education and for the statutory Council on Higher Education (CHE) (link www.che.org.za). The National Student Financial Aid Scheme (NSFAS Act) provides for the granting of loans and bursaries to eligible students at universities as well as for the administration of such loans and bursaries. The Further Education and Training Act (AET Act) provides for the establishment of public and private adult learning centres.
The Further Education and Training Act (FET Act) provides for the governance and funding of FET Colleges and matters related to providing a FET college education. The Continuing Education and Training Act, 2006, (Act No 16 of 2006 (SET Act, 2006).
The National Qualification Framework Act (NQF Act) provides for the management of the NQF via level dispensations and related matters, as well as for qualifications and quality assurance of qualification required on the sub-frameworks of the NQF. The Skills Development Levies Act provides for the imposition of skills development levies and matters related thereto.
The Skills Development Act provides for the creation of a National Skills Agency, the establishment of the Quality Council for Trades and Occupations, and regulation of apprenticeships and leadership and matters related to skills development.
PURPOSE
The branch in the Department that is responsible for dealing with TVET Colleges is known as the Technical and Vocational Education and Training (TVET) branch and consists of the following programs and sub-programs: Dhet Tvet colleges

The purpose of the branch is to plan, develop, monitor, maintain, and evaluate national policy, programs, assessment practices, and systems for vocational and continuing education and training, including technical and vocational education and training (TVET ) colleges and Community Education and Training Colleges.
General TVET Resources
Programs and Qualifications develop and maintain high-quality vocational education and training programs, support the implementation of student support services, and provide leadership and support for the training and development of lecturers.
Systems Planning and Institutional Support provide the framework, coordination, and support to TVET colleges for the efficient and effective management, governance, and delivery of vocational and occupational programs, and manage the TVET colleges’ subsidies and transfers. It also regulates the provision of education and training by private education institutions offering qualifications registered on the general and further education and training sub-framework.
In South Africa, DHET TVET colleges are essential institutions that offer hands-on, industry-relevant training, developing a workforce with the abilities required to succeed in a variety of areas.
