Technical and vocational education and training (TVET) colleges all across the country have benefited greatly in recent years from Performance-Based National Funding (PPN), which has changed the game. Through its incentives for institutions to prioritize effectiveness, efficiency, and student results, this ground-breaking funding model is altering the educational landscape. In this essay, we look into the world of PPN and how it is improving TVET colleges.

Learning about Performance-Based National Funding (PPN)

PPN is a method of funding that links financial aid for TVET colleges to their performance indicators and results. PPN distributes funding depending on particular key performance indicators (KPIs), such as student enrollment, graduation rates, employment placement, and learner satisfaction, as opposed to offering a fixed budget. With this strategy, institutions are encouraged to continuously strive for excellence and focus on meeting the needs of both students and the labor market.

The TVET PPN Policy seeks to support the implementation of Section 20 of the CET Act, authorizing the Minister to establish posts, within a structure that is remunerated in accordance with the Departmental budget and strategy.

1. Background

The TVET PPN model and standardized college structure were approved by Minister and signed off on 18 December 2019, following approximately 3 years of consultation with key stakeholders including, College Senior Management teams, Labour, TVET College Governance Council (CGC) exec, TVET Branch senior management, DHET Exco and Corporate Services HR teams within the Department.

Following the approval, The PPN Technical Workgroup (TWG) conducted pre-implementation workshops with all 50 college management teams, between February and March 2020 with the intent of discussing and confirming the clarity of principles outlined in the then-draft PPN Implementation Procedure Manual, as well as ensuring that the college management understood what would be required going forward. These workshops also resulted in an initial desktop exercise being undertaken by all colleges, which included the selection of college structure (Deputy PI or DPR), a proposed matching and placement of staff, and the identification of staff eligible for migration to Personal from College payroll, as well as the identification of critical posts for recruitment. It also enabled a clear understanding of potential cost implications for migration and recruitment of critical posts for each college in line with standardized structures. The workshops provided guidance to colleges on principles related to the various desktop exercises which
will now need to be concluded as outlined in the final PPN Implementation Procedure Manual, by the College Implementation Committees that have now been constituted in all colleges. Following inputs by College management teams, the PPN Implementation Policy and Procedure Manual were finalized and subsequently approved by the DG on 9 November 2020 to guide colleges on the implementation of PPN.

2. PPN Policy

The TVET PPN Policy seeks to support the implementation of Section 20 of the CET Act, authorizing the Minister to establish posts, within a structure that is remunerated in accordance with the Departmental budget and strategy. The policy is enforceable by the Minister via the Public Service Act, holding the College Principals accountable and responsible for the implementation of Departmental HR Policies and Procedures.

The PPN Policy covers the following:

(a) Norms for academic posts
(b) Norms for management and support posts and
(c) Standardised structure

3. PPN Procedure Manual

The purpose of the procedure manual is to outline the procedures to be followed in implementing the approved PPN model allocation and standardized organizational structure for public TVET Colleges within DHET.

The manual covers:

(a) Implementation plan outlining a phased approach;
(b) Terms of Reference for College Implementation and Regional Oversight Committees;
(c) Matching and placement principles to be applied in formalizing movements of staff;
(d) Redeployment of staff

Challenges and solutions for implementation

Although PPN has a lot of potential, there are some issues that must be resolved before it can be successfully used. These include assuring fair KPI selection, effective data tracking, and support for colleges serving underserved areas. These difficulties can be successfully mitigated by using cutting-edge data management tools, collaborative relationships, and a strong framework for KPI selection.
